Who Owns the Wall?

The developer of Skyview Ranch built the Sound Barrier Wall alongside busy and noisy traffic routes, as required by the City of Calgary. When development was finished, the wall became the responsibility of the Skyview Ranch Home Owners Association.

 

Our walls can be seen along Metís Trail, Country Hills Boulevard, 128th Ave and 60th St. This spans a distance of about four kilometres and contains over 800 panels. In some locations along 60th Street the sound barrier wall also acts as a retaining wall.

 

It is now up to our HOA to maintain and repair the wall as needed. Damage, such as might be caused by a major hail storm or accidents must be paid for by the association, and for this reason the HOA budgets a reserve fund for it. This could be minor repairing or replacing panels or perhaps replacing the whole wall – many years down the road hopefully. Although insurance may cover basic repairs to the wall, there are always extra costs borne by the HOA, such as insurance depreciation and deductibles, securing a damaged wall to prevent injury to passers-by until repairs can be made, and finishing details such as the accent paint on some of the stacked stone designs.

An example of these expenses occurred in 2024/25 when a vehicle hit the wall on an icy corner smashing one panel and damaging another, requiring both to be replaced.

 

The HOA’s work was to secure the hole with construction fence while waiting for repairs. Then to get quotes and decide which company to use for the repair. The bill to replace the two panels was over $19,000. Insurance covered a large portion of this, but there was still a cash outlay by the Home Owners Association.

 

The wall now is completely finished and looking like new.
